From time to time, issues may come to the attention of Council that require more debate and discussion than standard Council meeting time limits or rules allow. In these instances, Council may make the determination to meet as a Committee of the Whole. Under the rules of Council, the Mayor does not preside over the Committee of the Whole meetings, but rather a chairperson is selected by the members present.
Once the Committee of the Whole has completed its discussions, it reports its findings to Council much like any other Committee.
